The second training, intended for representatives of all project stakeholders: institutions, municipalities, agricultural communities and enterprises, was focused on the institutional aspects of irrigation management.
The training was attended by fifteen participants, representatives from: Ministry of Agriculture, Forestry and Water Economy, Ministry of Local Self Government, Agrolozar, municipality Rankovce, EU Delegation and local communities.
Oscar Coronel, an irrigation management expert, presented the FAO model of irrigation management transfer, and cited examples of irrigation management transfer.
Biljana Puleska, a legal expert, presented case studies on the institutional setup of irrigation in other countries: Bulgaria, France, Netherlands, Italy, Germany, Portugal, Sweden, Hungary, Romania and Spain. In her second session, Puleska gave an overview of legislation that regulates water and irrigation management in North Macedonia.
The final conclusion at the training was that different legal systems provide different organizational models for entities managing irrigation water. In most of the analyzed cases, irrigation is a service of public interest, managed by a state authority or decentralized to a lower level authority. The factual implementation of the policy is in most cases entrusted to a public body – a state agency or corporation that manages the entire territory or the regional water supply (multipurpose use), with a monopoly position.
